Lambton County's 10 Year Housing and Homelessness Plan, 2026 frames the planning and delivery of housing and homelessness supports within the community. This plan is guided by the vision that every resident has access to safe, suitable, and affordable housing. It identifies five focus areas: 

  • Enhance Communication & Collaboration 

  • Expand Affordable Housing Options 

  • Protect & Grow Affordable Housing 

  • Strengthen Response to Indigenous Housing & Homelessness 

  • Develop Service Solutions for Individuals with Complex Needs 

The Housing & Homelessness Plan was approved by County Council on June 3, 2026. This is a high-level strategic plan that addresses issues across the entire housing continuum (from homelessness shelters to market housing) in Lambton County.

The Lambton County Housing Needs Assessment, 2026, was prepared by Tim Welch Consulting (TWC). The document includes a comprehensive needs assessment of housing in the region, examining housing demand and supply conditions across the county through to 2035.

The Lambton County Housing Needs Assessment was approved by County Council on May 6, 2026. This assessment provides an in-depth analysis of housing need that encourages a collaborative, shared responsibility across all orders of government, local municipalities, community partners, and the private and non-private sectors to action it.

The Municipality Breakdowns Appendix includes a separate data breakdown for each community within the county.

Since 2014, the County of Lambton, together with community partners and stakeholders, has been working towards achieving its goal to provide safe, suitable housing to residents of Lambton County.

Annual reports describe a number of successful initiatives that have taken place within the community.

On June 3, 2024, the County of Lambton and the City of Sarnia hosted a virtual townhall session to address questions and concerns regarding housing and homelessness in the community.

Panel participants shared updates from their organizations on the programs, services, partnerships, and collaborations underway in the community, providing a better understanding of the complex issues surrounding housing and homelessness.

Panel participants included representatives from the County of Lambton’s Social Services Division and Lambton Public Health; the City of Sarnia’s Community Services Division and Legal Services Department; the Inn of the Good Shepherd; CMHA Lambton-Kent; Bluewater Health; and Sarnia Police Service.

Homelessness Enumerations

Lambton conducted another iteration of Homelessness Enumeration during the week of October 7-11, 2024, serving two key objectives - participating in the national Point in Time (PiT) Count activities required by Housing Infrastructure and Communities Canada (HICC) and collecting local data regarding the characteristics of those individuals who were experiencing homelessness.

Social Services Division staff and several community agencies partnered to administer the Enumeration survey to individuals experiencing homelessness. A (PiT) Count was conducted on October 9, 2024. PiT data provides a snapshot of homelessness and should be considered to undercount broad and hidden homelessness, which are more accurately captured through By-Name Data.
