Housing & Homelessness Reports

Learn about the County's Housing and Homelessness Plan and other initiatives below.

The Lambton County Housing Needs Assessment, 2026, was prepared by Tim Welch Consulting (TWC). The document includes a comprehensive needs assessment of housing in the region, examining housing demand and supply conditions across the county through to 2035.

The Lambton County Housing Needs Assessment was approved by County Council on May 6, 2026. This assessment provides an in-depth analysis of housing need that encourages a collaborative, shared responsibility across all orders of government, local municipalities, community partners, and the private and non-private sectors to action it.

The Municipality Breakdowns Appendix includes a separate data breakdown for each community within the county.

Lambton County's 10 Year Housing and Homelessness Plan, 2026 frames the planning and delivery of housing and homelessness supports within the community. This plan is guided by the vision that every resident has access to safe, suitable, and affordable housing. It identifies five focus areas:

  • Enhance Communication & Collaboration

  • Expand Affordable Housing Options

  • Protect & Grow Affordable Housing

  • Strengthen Response to Indigenous Housing & Homelessness

  • Develop Service Solutions for Individuals with Complex Needs

The Housing & Homelessness Plan was approved by County Council on June 3, 2026. This is a high-level strategic plan that addresses issues across the entire housing continuum (from homelessness shelters to market housing) in Lambton County.

Lambton County's Housing and Homelessness 5-Year Action Plan highlights the five focus areas recommended by the 10-Year Plan. In the 5-Year Action Plan, these focus areas include clear, actionable goals for the first five years of the 10-year planning cycle to guide housing and homelessness system planning in the region.

Since 2014, the County of Lambton, together with community partners and stakeholders, has been working towards achieving its goal to provide safe, suitable housing to residents of Lambton County.

Annual reports describe a number of successful initiatives that have taken place within the community.

Homelessness Enumerations

Lambton conducted another iteration of Homelessness Enumeration during the week of October 7-11, 2024, serving two key objectives - participating in the national Point in Time (PiT) Count activities required by Housing Infrastructure and Communities Canada (HICC) and collecting local data regarding the characteristics of those individuals who were experiencing homelessness.

Social Services Division staff and several community agencies partnered to administer the Enumeration survey to individuals experiencing homelessness. A (PiT) Count was conducted on October 9, 2024. PiT data provides a snapshot of homelessness and should be considered to undercount broad and hidden homelessness, which are more accurately captured through By-Name Data.

Lambton County 2024 Homelessness Enumeration Report

To attain a more comprehensive assessment of the homelessness situation in the County of Lambton, the Social Services Division conducted a Homelessness Enumeration during the week of June 21-25, 2021.

This enumeration used two separate surveys to compile data which will help prepare national, provincial and local profiles of homelessness, inform local programming decisions within the Housing and Homelessness sectors, and compile a by-name list that will assist with providing coordinated access to services and supports through many organizations assisting those experiencing homelessness in Lambton County.

The County of Lambton has released the results of the 2018 community enumeration events.

From May 7-18, 2018, Lambton County completed its first Period Prevalence Count (PPC) to understand patterns of homelessness with Lambton County and demographics of individuals that were experiencing homelessness.

The results of the enumeration provided the County of Lambton with evidence based data that there is a need for further work on preventing homelessness and a need to focus on ensuring that practices are in place to move people into appropriate housing when homelessness occurs.

Thank you to all individuals, families, volunteers, and organizations involved in Lambton County's 2018 enumeration event.
